The 3 billing models explained
1. Per-assignment package (the most common)
You have ONE specific, well-defined request: organising a dinner for 12 guests in a villa, chartering a yacht for the day, securing Festival accreditations. The concierge bills the actual time spent (typically 80-150 EUR per hour in fees) plus a commission on partner services (yacht, caterer, transport).
Worked example: organising a private dinner for 10 guests in a villa with a Michelin-starred chef. Our coordination time = 8 hours (sourcing the villa, negotiating with the chef, wine and floral suppliers, briefings). Fees: 8 x 110 EUR = 880 EUR ex VAT. Total cost added to the villa and the chef.
ALWAYS ask for an hourly breakdown. If an agency bills you a flat 'organisation package 5,000 EUR' with no detail, there is a hidden margin somewhere. A genuinely transparent agency will give you the estimated number of hours and their hourly rate.
2. Daily or weekly package (short stay)
For a 3 to 14-day stay requiring a permanently dedicated account manager (bookings, transport, ad hoc requests). The rate includes a daily volume of hours (typically 6-10 hours) and round-the-clock standby.
2026 ranges in Cannes:

Why rates vary so much between Cannes agencies
For a comparable brief, you can see a 1-to-3 spread between Cannes agencies. Three factors explain these differences.
Factor 1: the agency's cost structure
An agency with 20 permanent staff at 45 La Croisette has high fixed costs (rent, salaries, social charges) that are passed on through fees. An independent concierge of 2 people has lower costs but reduced operational capacity.
Factor 2: the commission policy on partners
Some agencies apply a 10 to 25 % commission on services billed by their partners (yacht, caterer, florist). This commission can be: explicit (a line item in the quote), implicit (the price quoted already includes the commission), or hidden (you pay the net price and the partner kicks back a commission to the agency off the books).

Mistake 1: choosing the lowest hourly rate
An hourly rate of 80 EUR can hide: 50 % more hours billed than necessary, hidden commissions on partners, or simply incompetence that multiplies the time spent. A 130 EUR rate may end up cheaper if the agency is efficient.
Mistake 2: not budgeting for tips
In luxury service, a 5-15 % tip is socially expected (even if not legally required). For a 100,000 EUR stay, plan on 5,000-15,000 EUR of tips on top.
Mistake 3: underestimating ancillary services
For a villa stay, the rent is only 30-40 % of the total cost. Catering, transport, outings, hotel-style services: budget DOUBLE the rent as a realistic overall figure.
Mistake 4: paying cash without an invoice
Above 1,000 EUR, cash payments are illegal in France. An agency offering this method of payment is breaking the law and exposing you to tax risk.
